Texas Public Safety Training Academy (TPSTA) – Shipping & Digital Access Policy

1. Overview
Texas Public Safety Training Academy (“TPSTA,” “we,” “our,” or “us”) delivers educational products and training courses digitally through our Learning Management System (LMS) and MyPath Student Portal.
Because TPSTA provides career certification programs regulated by multiple state agencies, digital access cannot be automatically issued upon payment unless the course is designed for immediate access (I.E Non Commissioned Security Officer Course, Fire Watch Course, Etc, The course will specify if it allows immediate access open purchase).
All student enrollments must undergo a manual review process to verify eligibility, documentation, and compliance requirements before access is granted.
2. Digital Product Delivery
TPSTA does not ship physical products.
All course materials, lessons, and resources are delivered electronically via:

The MyPath Enrollment Portal for onboarding and document submission

The TPSTA Learning Management System (LMS) for coursework, quizzes, and assignments

Email communications containing orientation instructions and login credentials
Once enrollment is approved, students receive their official LMS access credentials via email.
3. Processing & Enrollment Review Timeline
Because all training programs involve regulated licensure pathways (e.g., EMS, Fire, Security), each student must be manually verified prior to receiving course access.
The following review steps are required before access is activated:

Application Review – Confirmation that the student has completed an online application accurately.

Enrollment Agreement Verification – Review and acceptance of the signed student enrollment agreement.

Criminal Background Check – Required by Texas law for public safety programs. TPSTA must verify results prior to granting course access.

Grant or Scholarship Paperwork (if applicable) – Review of supporting documentation to confirm eligibility and funding source.

Payment Confirmation – Verification that tuition payment or approved funding has been received and processed in full or under an approved payment plan.
Estimated Processing Time

Standard Processing: Within 1 hour after all required documents, payment, and background check information are submitted and communication is active between the student and staff.

Extended Processing: Up to 48 hours or more if:

The student purchases course access before submitting an application or enrollment agreement.

Required documents or background check authorizations are missing or incomplete.
-
The student fails to respond promptly to staff communications.

TPSTA is committed to processing enrollments as quickly as possible, but delays caused by incomplete documentation or lack of communication are outside our control.
4. Student Communication Requirements
To ensure timely access:

Students must monitor email (including spam/junk folders) for messages from TPSTA staff.

Students must respond promptly to requests for documents, signatures, or clarification.

Failure to provide necessary documentation or communication within five (5) business days may result in a temporary hold on access or cancellation of enrollment under TPSTA’s refund policy.
5. Confirmation of Access
Once all eligibility requirements have been verified and payment confirmed:

Students will receive an email confirmation containing:

Course access instructions

Login credentials for the LMS

Orientation materials and contact information for technical support

Access will remain active for the designated course duration (e.g., 120 days from first login or as stated in the enrollment agreement).
6. Technical Requirements
Students are responsible for ensuring they have:

A stable internet connection

A compatible device (desktop, laptop, or tablet) capable of accessing the LMS

The ability to download or view course materials in standard formats (PDF, MP4, etc.)
TPSTA is not responsible for delays in access due to student hardware or internet issues.
7. No Physical Shipping
Because TPSTA provides digital educational services, no physical shipment of materials, textbooks, or certificates occurs unless specifically arranged.
Certificates of completion and related credentials are issued electronically through the LMS or MyPath system upon successful course completion and payment clearance.
8. Refund & Cancellation Reference
Students who fail to complete the enrollment process or communicate within the required timeframe should review TPSTA’s Student Cancellation and Refund Policy for applicable terms.
Refund eligibility is determined by the date of written cancellation relative to the published start date and is not based on the digital access timeline.
